November 2007 – Water Usage Charging Policy
Intent of Policy
The Department wants to make better use of the money it currently spends on
water usage in public housing. With the money it saves, the Department will be
able to improve or acquire public housing properties. In addition, the policy is
designed to impact positively on environmental concerns by encouraging water
conservation and reducing water usage.
Notifying Tenants
Each time the Department adjusts a tenant’s actual water charges, the
Department will advise the tenant in writing of the following:
• The start and end dates of the relevant water authority billing period
• The meter reading at the start and end dates of the relevant billing period
• The number of kilolitres of water used during the relevant billing period
• The dollar amount of water usage charged by the water authority for the
relevant billing period
• The adjustment amount calculated (credit/debit)
• The amount of the adjusted actual water charge to be paid by the tenant
• The date when the adjusted actual water charge
is to start.
The Department will not need to provide an additional water usage
allowance where the water provider is already providing that allowance, as it will
be passed onto the tenant when the Department processes the bill for that
property.
If a tenant has concerns over an aspect of their water usage charge, they are first
encouraged to speak to their client service officer to seek a resolution of those
concerns. For example, a tenant may want to talk to their client service officer
about:
• Perceived errors in the application of the percentage water charge to the
tenant’s actual rent
• The Department’s calculation of the adjusted actual water charges
• Delay in the Department repairing a water leak on the property side of the
meter where the tenant has informed the Department of that leak
• Water meter readings
• Whether they should be exempt from water charges.
If an issue is not resolved, and the tenant believes the Department has not
applied the water charging policy correctly or fairly, then the tenant may appeal to
the Department. See Policy: Appeals of Departmental Decisions EST0015A .
Note however, the Department has a legal right to charge tenants for water and
that the Consumer, Trader and Tenancy Tribunal ultimately determine disputes
between the Department and a tenant relating to the non-payment of water usage
charges.

I am going to post this to my FB page… let my friends know what PUBLIC HOUSING are doing in other States. If it is too much trouble to meter your water individually they should tell you what your ‘block’ is using… i.e. one metere to building block, divided by, say 8 units per block – and you see the average. Does this would be garden use the same treated water as you get to your unit? The Federal & State governments both Preach Safe Water Usage, but do not practice. New Residents in Rockhampton Regional Council out of centre of town area MUST HAVE 2 large rain water tanks, a septic system for all water, i.e. two pit tanks and then a sprinkler system to LAWN to disperse water as it comes out of system.. None of this applies to QLD GOV. NEW BUILDINGS.
– roof water is added to street runoff as Storm water drainage. Drains are often clogged up with lawn clippings, leaves & sticks as well as GRUB rubbish.. I may have more follow up for this, later.
during a community meeting in our Warrawong community hal (2002)l Mr adam Cook said that upon a residents suggenstion to save roof run off water in collection tanks, was a good idea he would look into, but now we have the on going upgrade started november last year , due to a architects pencile line on a piece of paper , 2 blocks of double story flats have been demolished the land re turfed and fenced off denying the community access and egress to same, cement paths have been renewed but locations changed making disabled residents have to negotiate a longer distance of cement path network to get to the shopping centre than they were privy to before construction/upgrade was commenced, Security is still an issue and ,the obvious water leakages they say we are responsible for paying, is plain and open discrimination by a broke labour government motivating their employees to engauge in practices against our constitution which in my opinion the socialists are attempting to bury. and they send one (me) each christmas a notice to voluntarily attend their corporate court in their corporate square building to voluntarily comply and pay for water when they give gig a litres away to overseas, non soverign to australia,, companies. And Australians let their paid servants do this type of thing to them ????

According to the WHO, each human being requires a bare minimum
of 20 litres of fresh water per day for basic hygiene;[8]
this equals 7.3 cubic metres (about 255 ft3) per person, per year.
Based on the availability, access and development of water supplies,
the specific usage figures vary widely from country to country,
with developed nations having existing systems to treat water for
human consumption, and deliver it to every home.
My son who was proposing I have ‘everflow’ drinking water delivered to my door as using piped water was no good for my health, & roof water also is contaminated.. He was surprised to hear I go through over 10 litre a week.. 1.428.. a day.

“We know that six mines were approved to release more than 712 million litres into the Fitzroy catchment on 25 and 26 January,” Save the Reef spokeswoman Dr Libby Connors said.
“Another 35 mines were permitted to release water without giving their volumes.
“If they release at a similar rate it will be adding 4800 megalitres of additional water, that’s almost five billion litres into the already flooded Fitzroy River system.”

For a time, a director on the board of the company’s Queensland subsidiary was Santo Santoro, a former minister
in the Howard government who resigned in disgrace for failing to properly declare his shareholdings.
The company also employs John Wells, a spin doctor with extensive Liberal Party connections.
For almost three years until November last year, the federal senator and former finance director of the Liberal Party,
Arthur Sinodinos, was the chairman of Australian Water Holdings.
Last week, Mr Sinodinos said he, too, had 5 per cent of the company as part of his role, and he has recorded a
shareholding in the company in his parliamentary pecuniary interest register.
But Mr Sinodinos’s name is absent from the company’s official share register filed with the Australian Securities
and Investments Commission. Instead, Mr Sinodinos said, Mr Di Girolamo was holding the shares on his behalf.
Asked why the shares are not publicly registered with the corporate regulator, Mr Sinodinos said: ”Because it was
on a gentleman’s agreement.”
He said his agreement was that the trigger for the shares to be registered in his name was ”some realisation event”.
He also said it would not be inaccurate to say a successful PPP was one such event.
Since 1992, the company has been paid $580 million to roll out infrastructure to new housing estates in Sydney’s
north-west on behalf of Sydney Water Corporation.
Mr Di Girolamo has already had a significant win since the Coalition took government in March last year.
In January this year, his company and Sydney Water entered a new 25-year exclusive agreement to give it the
sole right to project manage the remaining half-a-billion dollars of water infrastructure work in the north-west growth
centre.
A spokesman for the Premier, Barry O’Farrell, said: ”Any agreement Australian Water Holdings has with
Sydney Water was negotiated and agreed by Sydney Water at arm’s length from government, as is appropriate.”
Since about 2004, the company’s main goal has been to convince the state government to sell it Sydney Water’s
activities in the north-west growth centre, though the O’Farrell government said it had not received a formal bid
from the company.
This would be a deal worth billions of dollars, according to a senior government source.

Eighty per cent of these customers read their own meters and discovered they were being charged for water they were not using.
Opposition water spokesman Walt Secord is calling on the state government to review Sydney Water’s process in estimating a household’s water usage, and is urging people to do a check of their meters if bills appear too high.
More than 200,000 households receive estimated bills.
“With families facing cost of living pressures and living on tight budgets, it is unfair for them to be paying for water they are not using. Families are doing their part and conserving water, but they need to know they are being charged fairly,” Mr Secord said.
The figures, contained in Sydney Water’s annual report for 2011-2012, show bill complaints have increased by 14 per cent since 2010.
The total number of complaints received by Sydney Water has risen to 7527 from 7398 in 2010-11, with more than half related to bills.
The 2011-2012 report showed that, after tax, Sydney Water made $367 million – $95 million more than forecast in the statement of corporate intent target signed by the Premier and Treasurer.

Water Corp posts $800m profit
The Water Corporation has posted a record profit of more than $800 million just weeks after warning that budget cuts were pushing parts of its business to the brink.
Handing down its annual report yesterday, the corporation said it had returned dividends and tax equivalents to the State Government worth $811 million in the 12 months to June 30.
The figure – believed to be biggest profit recorded by a State-owned utility in WA – was 41 per cent higher than the year before.
The result was based on a 16 per cent increase in revenue to $2.52 billion that had been caused by “strong population growth” and a big jump in developers’ fees.
It also came on the back of an inflation-busting hike to water charges of 6 per cent despite claims from WA’s economic watchdog that consumers were already paying enough for water.
Offsetting the profit result, which is the underlying measure of the Water Corporation’s financial performance, was a $566 million subsidy paid by the State to the utility.
The subsidy was paid to compensate the Water Corp for providing services to unprofitable parts of the state, such rural and remote areas, as well as concessions to vulnerable customers.
This meant the “net accrual” to Government was $245 million – up from $140 million last financial year and double what the corporation expected.
Shadow water minister David Kelly said the profit result suggested the Government had its priorities wrong.
Mr Kelly said the Government should plough the corporation’s profits back into the business or use the money to ease pressure on water bills.
“When that accrual comes back to government . . . we spend it on vital infrastructure and services for the people of WA,” Water Minister Mia Davies said.
